Abstract
Hong Kong is one of the cities with the highest number of personal computers per person and the
deepest broadband penetration in the world. With today multimedia technology, a perfect copy of the
distributed content can be reproduced at close-to-zero cost. The development of Internet has led a lot of
illegal downloads resulting in huge business loss in the creative industry. The Digital Rights
Management (DRM) as a technical interdisciplinary field is at the heart of controlling the digital
content and assuring authorized user-friendly, safe, well-managed, automated, and fraud-free media
distribution.
This study aims to design, implement and evaluate a highly interoperable Digital Rights Management
platform based on ISO MPEG-21 Multimedia Framework to secure digital content distribution and
hence foster more independent content producers sharing of creative work. The strong industry backing
ISO MPEG-21 framework was reviewed and compared with two other leading industry bodies’
proposed interoperable DRM solutions. The ISO MPEG-21 Multimedia Framework was simplified into
a seven layers model for easy understanding and application of the framework for DRM purpose. Using
the user centred design (UCD) approach to guide the software development process. The research
extends the Technology Acceptance Model (TAM) by introducing interoperable standard, trust and
flexible business model into a theoretical model for studying users’ intentions to use the proposed
DRM platform. The usability aspect was also tested among users of the platform using System
Usability Scale (SUS)1 to provide a reliable assessment for ongoing usability improvement of the
developed DRM system. The research model was tested with data collected from 706 users for the
developed DRM platform after attending the DRM trainings and seminars.
The study demonstrates that the perceived ease of use and perceived usefulness, interoperable standard,
trust and flexible business model were significantly positive in predicting users’ intention to use DRM
system. Implications for theory, practice and suggestions for future research were discussed. The
project received World Summit Award in 2007 in e-business category in recognition of its great
contribution to the global information society.
