Which Comes First, Culture or Leadership? An Investigation of a Mediation Model on Commitment

Abstract

Extensive literature has addressed how founders or a team of top management created and managed culture within an organization and thereby contributed to organizational effectiveness. However, we know little about how organizational culture may also affect leadership and in turn impact on organizational outcomes. Based on social learning theory, this paper argues that organizational culture also plays a crucial role in shaping the leadership behavior of middle management, which indirectly enhances the level of organizational commitment of their immediate subordinates. We test this mediating relationship based on two empirical studies with Hong Kong Chinese (n=125) and mainland Chinese samples (n=356). Consistent with our hypotheses, the two path analyses in both studies show that supportive and change leadership styles mediated the relationships between the team or innovation orientation cultures and commitment, respectively. The persuasive influence strategy also shows a strong mediating effect between innovation orientation culture and commitment. The exploratory study, testing the reverse relationship - leadership-culture-commitment, implies that culture was a greater predictor of leadership than leadership was of culture, when the role of middle leadership was taken into account. This new reverse perspective highlights the importance of leadership development at the middle management level through social learning within an organization.
