Abstract

当前我国军休服务管理工作存在绩效评价指标体系不健全、监管不到位等问题。着眼于建立军休服务绩效评价体系的必要性与特殊性,应明确以人为本、突出问责、强调公平、服务至上的价值取向。采用逻辑框架法,构建基于决策绩效、过程绩效以及结果绩效三个评价维度,包含服务需求识别、投入、供给、产出及结果五个流程的绩效评价体系逻辑框架,进一步确立贯穿军休服务事前、事中和事后全过程评价体系指标设计的响应式、参与式、层次化和人本化建构路径。在绩效评价实施过程中应注意各维度的衔接性、区分指针的重点和层次、规避地方博弈策略行为以及将评价结果反馈落实到位,以推动军休服务管理工作的创新发展。
At present, there are problems in the management of retired military service in China, such as an incomplete performance evaluation index system and inadequate supervision.Focusing on the necessity and particularity of establishing performance evaluation system of retired military service, the value orientation of people-oriented, highlighting accountability, emphasizing fairness and service first should be clarified.Using the logical framework approach, based on three evaluation dimensions of decision performance, process performance and result performance, this paper constructs a logical framework of the performance evaluation system which includes five processes such as service demand identification, input, supply, output and result,and further establish a responsive, participatory, hierarchical and human-oriented construction path throughout the whole process of retired military service including pre-stage, mid-stage and post-stage.In the implementation process of performance evaluation, attention should be paid to the cohesion of various dimensions, the focus and level of indicators should be distinguished, the local game strategy behavior should be avoided, and the evaluation results should be given feedback.These measures can promote the innovative development of retired military service management.
