Abstract
公众利益在城市规划中的捕获、实现和演替始终是城市规划政策制定和更新实践的核心话题。借鉴杜威的公众理论和哈贝马斯的交往理论,聚焦1949年以来我国四个主要发展阶段中的“公众”主体及“公众利益”内涵,试论我国城市更新政策制定中不同尺度的公众利益制度化及其在规划中的表达机制演变,包括功利主义、统一行动、和交往转向三种路径。研究认为,我国城市更新中公众利益的制度化与西方国家的功利主义起源具有不同逻辑,在经历了从统一行动到集体获利的内涵演变过程之后,近期出现面向多主体协作的交往转向,体现在城市更新中基于小区参与的微改造模式探索。研究发现,我国城市更新中公众利益的构成主体从强调政府管控、突出市场作用、逐渐转向政府监管下的小区协作共建,反映了从旧城改造到小区更新的空间尺度下移。公众利益的内涵从强调物质空间建设和地方经济发展,转为关注社会空间维度和培育小区社会资本,在规划体系中逐渐形成涵盖人民代表大会、规划委员会、小区规划师制度等“国家—地方—小区”的三尺度公众利益表达机制,表现出不断向公众开放的趋势。通过分析城市更新政策制定中公众利益的不同制度化轨迹,为理解我国存量转型背景下公众要求和协作关系提供理论视角与分析框架借鉴。
How to capture, represent, and materialize public interest in urban planning rested at the center of urban policymaking. Drawing upon Dewey and Habermas's theories, this paper elaborates on the institutionalization of public interest in China's urban regeneration policymaking since 1949, discovering the different understanding of the public and public interest. The findings show that
the materialization norms of public interest in China demonstrate a shift from unitary interpretation to a budding stage of utilitarian interpretation that focuses on the sum of individual economic gains. In recent years, the interpretation of public interest has revealed a communicative turn, which emphasizes community empowerment and public involvement. The gradual establishment of the three-scalar representative mechanism reflects the democratization of the urban planning regime in China, showing a trend of openness to the public. This paper re-examines the transformative role of urban planning in China and rethinks the role of planners or policymakers in the new era of stock development to provide new ideas for participatory planning attempts in China.
