本书从“流动”的视角梳理中国建筑设计院的历史演变，揭示了建筑实践与设计机构之间的互动轨迹和结构关系，展现了设计院的独特价值与使命——设计（应对）流动。作为国家进行建筑资源生产、分配和消费的组织，设计院建构了一种“差异化流动”实践。它们试图用设计来解决各种（物质、人力、知识等）资源在空间、地理层面的不平等分布，但同时也加剧了差异，形成了新的不平等状况。
作者从三个维度来交叉论述设计与流动的复杂关联：1）狭义上的建筑设计——设计院通过物质实践提供必要的空间基础设施来容纳人员、商品、资本、服务等社会要素的广泛流动；2）广义上的组织设计——政府官员、行业领导和专业人士对设计院本身进行机构调整来应对不断变化的社会需求；3）设计作为名词，是指建筑通过各种媒介，包括图纸、图像、文字、模型或多媒体等，形成可传播、可流动的设计知识。
全书以时间为顺序，以专题研究为主要内容，分别包括设计院的诞生、社会主义建设，改革开放初期的探索、21世纪的改革和转型、城市化过程中的使命与介入、高校设计院的产学研实践，以及设计院的中外合作及援外实践。设计院在70年的社会变革中，承担了“流动之舟”的双重职责（“载人”、“航行”）——前者是指物质空间的生产，后者是指建筑文化的创新，从而构成了一种关于流动的聚合体。这种实践融合集体创作与个人探索、强调实用主义与文化自觉、嵌入体制与思想解放的共存，塑造了一种混合科层特色与个人魅力的特殊组织。

The book arranges chapters according to the timeline from the early 1950s – the birth of state-owned design institutes in China, socialist construction, early exploration in the open-door policy, transition in the 21st century, urbanization, green architecture, design institutes in higher education sector, joint design by foreign and Chinese architects, and construction aid in the developing world. The design institutes produce space for people and business, and also create architectural culture. The practice of design institutes imbues the integration of team work and individual efforts, pragmatism and cultural consciousness, embedded system and emancipation. Design institutes in China are organizations of both bureaucracy and personal charismas.
