Abstract

Council houses sold in Birmingham tended to be bought by people who would not have been tenants had the houses remained in the public sector. The resale of former council houses generated a pool of high value, high amenity dwellings for predominantly young, first time buyers. The housing market is improved but the housing opportunities available to those who must rent are inevitably reduced.- Timothy O'Riordan English
