The Internationalization of NOCs in Latin America: Motivations, Interests, and Strategies.

    Abstract

    Chinese national oil companies (CNOC) have argued that their objectives for investing abroad are: increase their oil and gas reserves, expand production and to diversify their sources of supply.
    Since achieving a sustainable economic growth and diversifying energy sources is a priority, the Chinese leadership has promoted the going out strategy. However, attributing overseas investment completely to state’s initiatives amplifies the importance of economic incentives driving Chinese companies to expand abroad.
    CNOC have found that successful overseas expansion requires to operate differently, therefore they are evolving and learning from their early experiences. This paper evaluates the effectiveness of their strategy, also establishes the extent to Chinese bureaucracy has collaborated with them and the distinctive features of this relationship. This research will focus on the relations between Chinese oil diplomacy and CNOC internationalization strategies in Latin America.
