The Incremental Remuneration in the Cambodia Public Sector

    Abstract

    Cambodia is contemporary trapped in this situation while the government pays their public employees below the standard of living, despite the strategies to improve the pay for public servants are currently in place. This prolonged reform of low public remuneration makes highly competent public employees less attractive in the area of their works as well as to maintain their motivation working in public institutions. It also sparked the relentless distorting work priority, undermining employee morality and productivity. The pay of public employees is mainly determined by the national budget. However, the chronic deficits of Cambodia national budget from last decades make government almost impossible to increase pay with necessity allowances for public servant. Why the success in increasing public servant in Cambodia is so elusive?
