Abstract
In the platform era, the spatial expansion of platform-mediated capital accumulation is reconfiguring patterns of urbanisation in small towns and rural areas. Those areas historically considered geographically peripheral are increasingly integrated into platform economic networks virtually and production system regionally. In China, Taobao, the largest Chinese e-commerce platform owned by Alibaba, has facilitated the emergence of thousands of platform-dependent rural industrial clusters—Taobao Villages or Taobao Towns. As of 2022, a total of 2429 towns and 7780 villages were recognised by Taobao. Existing studies often explain this phenomenon through fragmented factors such as location, platform empowerment, entrepreneurship, or government support; however, they pay limited attention to the broader political-economic conditions. This mixed-methods research examines how state-business relations reshape rural industrialisation and territorial development in the Pearl River Delta through the triangulation of systematic policy review, spatial analysis, and semi-structured interviews, investigating the convergence of e-commerce development strategies in government policies with those of Alibaba. This research contends that such platform-dependent industrial clusters are not merely a product of market-driven platform capital but rather a strategic symbiosis between the state and the platform. In this peculiar relationship, the expansion of private capital is systematically subordinated to the public development interests, revealing a unique model of platform-empowered urbanisation in post-socialist China. This research contributes to debates on platform urbanism by emphasising the Chinese state’s critical role in promoting digital urbanisation.
