Abstract
This presentation provides a set of public considerations regarding whether PAS should be legalized in East Asian societies. Such considerations are embedded in the way of life in East Asian societies characteristic of Confucian virtue, mentality and social ethos. The presentation will indicate that a reasonable balance of these considerations leads to the conclusion that PAS should not be legalized in East Asian societies, such as mainland China or Hong Kong.
