Abstract
The environmental and climate characteristics in Hangzhou are summarized as serious dust and noise pollution and a summer hot winter cold zone with large temperature difference in year [1]. Accordingly, regional environmental management in Hangzhou needs to focus on dust and noise control in construction phase and heat preservation and insulation. Using judgment heuristics and longitudinal comparative research methods, this paper analyzes a new real estate project in Hangzhou focusing on dust control solutions and total suspended particulate density. Water spraying, as a way to control dust, are analyzed to identify water amount needed and related cost. In addition, dust emissions caused by vehicles in different speed levels are examined to come up with reasonable speed limit for construction site. This paper finds that in the complete dry condition, if 65% reduction in dust amount is to be accomplished, moisture content in dust must achieves at 1% and 0.01kg water is needed for every square meter when dust at road surface arrives at 1kg/m2. In addition, when vehicle speed decreases from 20 km/h to 15 km/h, the ratio of reduction in dust emission is the highest and will not slow down construction progress. Water spraying and speed limit are effective approaches in dust control. In conclusion, it is suggested that because the environmental management needs local adaptation, it should be based on local climate and environmental characteristics.
