Abstract
Since Hu Jintao’s ascension to the offices of President of China and General Secretary of the Chinese Communist Party, the creation and maintenance of a ‘harmonious society’ has been one of the main aims of the Chinese central government (see, e.g., Xinhua News Agency, 2005, June 27). The concept seeks to combine the continuing rapid development of the Chinese economy with gradual political reforms designed to ‘forge an ever closer relationship between the people and the government’, while promoting ‘stability and unity’ (ibid.). Put differently, it is the aim of the central government to maintain public order while pushing the country towards ever greater economic prosperity.
