Abstract
The concept of smart city has been launched in many areas of China. The development of information technology has not only promoted the construction of Smart City but also brought about the problems of information security. Based on the risk management theory, this paper divided the information security of smart city into 4 parts, namely, infrastructure, data, management and social environment to build up the risk evaluation framework. Taking Hangzhou as pilot site, the information security risks with AHP and FCEM were evaluated and corresponding countermeasures including references were put forward for the construction of smart cities.
