Abstract

With the sheer volume of submissions receiving, R&D project selection in government funding agencies has become the most complex and challenging task which has to be completed within a short evaluation period. Current methods mainly focus on research relevance in terms of keywords and largely ignore other information such as social connections (e.g. collaboration and co-authorship) and productivity (e.g. quality, quantity, and citations of published journal articles) of researchers. Furthermore they fail to integrate real insight of data into the decision making processes in project selection. To overcome these limitations, in this work we propose a three dimensional process oriented research analytics framework (RAF) which holistically considers relevance, productivity and connectivity to support effective project selection. Further it can be applied to all the processes in the project selection lifecycle. The proposed framework will be implemented and tested by the largest government funding agency in China to aid the grant proposal selection process.
