Abstract
With moving of the reform of urban housing towards commercialization and marketization, the Chinese government launched the "Multi-level Housing System" that sets out the policy of the provision of different housing types for different household income groups in 1998. To realize the policy, it is very important to stimulate housing demand for the medium and low income groups. This paper analyses the influence of various factors on housing demand, and develops a model to forecast housing demand for this group of urban households, in which variables include housing price and household income. This research also examines the elasticity of housing demand for the medium and low income. It shows that fall of housing price and rise of household income are conductive to spurring housing demand.
