Abstract
Under the POAS, principal government officials with policy portolios are all politically appointed and are responsbile for the success or failure of their repsective polich. Not only has the new system replaced the previous practice of relying on senior career civil servants to govern Hong Kong, it has also created the condition for the Chief Executive, together with his political appointees in the policy bureaux and in the Executive Council to form a more coherent governing team in the Government, hoping that the team could improve the quality fo governance and political leadership in Hong Kong. This chapter gives a critical evaluation of the performance of POAS from 2002-2007.
