OPERATION IMPROVEMENT OF THE MEAL DELIVERY PROCESS BY SIMULATION

    Abstract

    Hong Kong is now entering an aging society. It means that there will be more and more old people in the future. Today, we have around six working people to support one senior citizen. However, after 20 years, it will become three working people supporting one senior citizen. Therefore, Hong Kong Government wants to improve the welfare system for the elderly, and the “Pilot Scheme on Community Care Service Voucher” is one of the important new schemes for enhancing welfare to the old people. As different NGOs provide various kinds of health care services to the elderly, under this new scheme, the competition among different NGOs will become very keen. Therefore, it is necessary to review the current health care services, including the quality and efficiency aspects. Referring the quality of the health care services provided, it considers a fast, accurate and low cost service as a high quality service. In this paper, it selected the lunch box delivery service provided by one HK NGO as the target service to study. First, it will collect the current information of the lunch box delivery service including the route of lunch box delivery, manpower of delivery and cost of operation. Then it will apply simulation approach to study the operation efficiency of the current and the proposed delivery processes.
