Money, power and ideas: Think tank development and state-business relations in Taiwan and Hong Kong

    Abstract

    A comparative study of Taiwan and Hong Kong shows that the business response to political changes and changing state-business relations are crucial factors in determining think tank development. Amid rapid democratisation, business tycoons in Taiwan actively fund think tanks to pursue their own policy agenda and improve their political leverage. In contrast, institution of a state-corporatist framework and arrested democratisation have perpetuated a state-business alliance in Hong Kong since 1997, resulting in weak business support for policy in the former colony. © The Policy Press, 2006.
