Abstract
Inclusive development that emphasizes the sharing of growth benefits among all social groups has been on the policy agenda of many countries. In China, the exclusion of migrants in the labor market, social welfare system, and housing market due to the household registration (Hukou) system has been widely discussed in academia and the policy arena. This chapter examines the institutional and interpersonal exclusion of migrants in China. It then discusses the institutional (e.g., fiscal burden, labor demand, cross-city competition) and individual factors (e.g., education, social capital, cultural difference) that contribute to the heterogeneous levels of social inclusion of migrants across Chinese cities. Lastly, policy recommendations are proposed to improve the social inclusion of migrants in China.
