N2 - We introduce a new congestion control architecture called MaxNet, which, like the Internet, is a stateless network where sources transmit information at rates according to their utility function. We prove MaxNet can achieve Max-Min fairness with no global information or per-flow state or processing in the link for general homogenous utility functions. Simulations are performed to study the transient behaviour of MaxNet. The interoperation of MaxNet with an existing IP network is investigated. © 2003 IEEE
