Local Governance and Big Data adaptability in developing democracies in East Africa: Challenges and Opportunities

Abstract

This paper explores the applicability and adaptability of big data governance in developing democracies’ structures of governance, especially at Local Government level. In this paper, we reflect on the opportunities big data creates in re-conceptualizing of governance among East African developing democracies through collected and archived data. Big Data analytics provide a bountiful platform of real-time facts derived from data accumulated from government’s information & communications technology (ICT) departments. In re-shaping local governance through a big data lens, we connote that governments create value from the structured, semi-structured and unstructured data collected in the respective ICT departments.
