Abstract

This 2014 edition of the monograph adopts the structure of the 2008 edition but incorporates significant updates of ADB developments and operations into the contents and discusses their implications for a number of fields under international law – such as international organizations, human rights, climate change, and international finance, . Among the important updates are examination of the following: a shift of the ADB’s traditional role toward a so-called ‘Finance++ menu’; the Strategy 2020 as the ADB’s long-term strategy; an emphasis on inclusive growth in operations relating to poverty reduction; statistics of the Bank’s lending, technical assistance, and other financial operations between 2008 and 2012; the alteration of terms for both OCR and ADF loans; the new approach of classifying Developing Country Members in the ADB’s classification and graduation policy; the incorporation of environment, indigenous people, and involuntary resettlement into the Safeguard Policy Statement; the emphasis from the ADB on anticorruption operations and cooperation with multilateral development institutes in that regard; updated provisions, and revised structure of all important sections of the ADB’s Operations Manual; the noteworthy improvements of the Bank’s Accountability Mechanism; new funds established in the past few years; recent changes and management of the ADB’s special funds; up-to-date version of the ADB’s organizations structure; up-to-date contact information of the ADB’s field offices and major departments; the efforts of the Bank to improve information disclosure and the Public Communications Policy; upgraded work of independent evaluation in the Bank; a focus on education and transference of knowledge in ADB operations; attention and assistance given to climate change; increasing emphasis on issues of gender and development; the Post-2015 Agenda addressing poverty reduction; a shift in the Bank’s strategic focus from agriculture to a comprehensive multi-sector food security.
