    Abstract

    Good urban governance is often taken to include the core values of the democratic right of political participation at the local level; the decentralized and efficient delivery of appropriate services; and the expectation that those who are responsible for providing such services should not act corruptly. It is assumed that these values can be arranged and find institutional expression in a harmonious process which results in a better quality of life for all citizens. In the Hong Kong experience, however, it cannot be said that harmony and balance between the values has ever been achieved.
