Abstract
This paper analyzes in theory the relationship of the coding bit-rate with the frame rate and the quantization step respectively, using the quadratic rate model. Based on the theoretical analysis, a frame rate adaptive rate model is proposed for video rate control. Extensive experimental results have demonstrated the effectiveness of the theoretical analysis and the corresponding model. The proposed model is well suited for advanced rate control in video coding. © 2010 IEEE.
