Abstract
This paper examines the policy implications of transitional social housing (TSH) projects in Hong Kong. As a prominent global city, Hong Kong faces issues of inadequate housing and deteriorating living standards. To alleviate these concerns, the government implemented TSH policies in 2018 to enhance the quality of life for low-income families. This study conducts a comprehensive assessment of TSH projects, encompassing policy analysis, service evaluation, and social impact assessment. By employing both quantitative and qualitative research methods in studying 88 households in one TSH project in Hong Kong between 2020 and 2022, the study reveals significant improvements in housing conditions and affordability among TSH participants, including an increase in living space per person and a decrease in housing expenses per person. Additionally, the project demonstrates positive effects on community dynamics and interpersonal relationships. However, challenges related to securing suitable housing after leaving TSH project have been identified. Furthermore, this paper explores the Urban Graduation Approach to uplift poor households in Hong Kong. This approach applies multidimensional poverty analysis, and develops a comprehensive and holistic intervention to uplift disadvantaged households. This paper highlights the ongoing need for attention to housing policies and social services in effectively addressing the poverty and housing challenges and livelihood issues faced by the families, while also exploring the potential of the Urban Graduation Approach to alleviate poverty.
