Abstract

Partitioning proposals into groups Is a procedure in the project selection of Chinese government funding agencies. As the proposals grow, organisers spend an Increasing amount of time on it. Moreover, they can hardly control the partition quality by hand. This paper proposes a decision support approach for partitioning proposals into groups. It integrates four modules. In module 1, partition criteria are defined. Then, a multi-objective model is built in module 2. In module 3, the multiple objectives are synthesised to a single one. Finally in module 4, the proposal grouping genetic algorithm Is proposed to solve the model. Compared to the manual way, the proposed approach reduces the required time and ensures the partition quality.
