Abstract

Although organizational silence is a significant phenomenon in the societal context of South Korea, previous studies have revealed various limitations. Firstly, no study has repeatedly verified the same or similar variables by changing the research subject. Secondly, prior studies have not systematically reviewed the ‘Model of the Choice to Remain Silent’ presented by Milliken, Morrison, and Hewlin (2003). Lastly, there have been few attempts to verify whether there are differences between private and public organizations, or whether they exhibit similar patterns. To address these gaps, this study attempted to conduct a meta-analysis by accumulating empirical studies on organizational silence conducted over the past 13 years. The analysis covered 95 academic theses and met the requirements for meta-analysis from 2010 to April 2023. Using an analytical procedure, the influence of individual characteristics, organizational characteristics, and factors constituting the relationship with the supervisor that form the Model of the Choice to Remain Silent was analyzed for two types of acquiescent and defensive silence. Furthermore, differences between private and public organizations were also identified. The analysis confirmed that factors related to the leader had a significant impact on both the induction and reduction of organizational silence, and there was no difference between private and public sectors regarding the factors that caused organizational silence. Consequently, understanding the aspects of organizational silence in the Korean context presents complex implications, such as the need to focus on the role of a leader.
