Abstract
The purpose of this study is to compare and analyze the effects of the Moon Jae-in government’s first phase of fiscal decentralization by region. Fiscal decentralization is achieved when local governments have secured autonomy over their revenues and expenditures. However, it is challenging for Korean local governments to independently manage their revenues. Therefore, the purpose of this study is to assess the effectiveness of the policy by examining whether the first phase of the Moon Jae-in government's fiscal decentralization has enhanced the autonomy over expenditures.
The analysis showed two main findings. First, following the policy implementation, the financial independence of metropolitan and provincial governments improved. However, the proportion of their own projects did not increase, which is likely due to a steep increase in the size of centrally subsidized projects by the central government. Second, the analysis revealed that the improvement in expenditure autonomy was significant in regions with higher weights. This suggests that distributing resources according to regional weights can be helpful in terms of achieving local fiscal equity.
