Abstract
The purpose of this study is to identify which factors affect legitimacy, which is one of the main concepts for measuring the performance of public institutions. And attaining how much of pragmatic, moral, and cognitive legitimacy is affected by the administrative features of public institutions. In addition, the methodology of a strategic and institutional approach was used to classify the public institution’s features of management. According to the analysis, it is more legitimate to establish strategic management and conduct management based on integrity than to conform to the rules and responsibilities imposed by the government. Therefore, we could see that public institutions can generate higher customer satisfaction and citizens' positive perception when they manage based on market logic. On the other hand, it was confirmed that institutional legitimacy decreases as the political responsibility changes according to each government's values. As a result, we found an implication that public institutions should be able to conduct strategic management in accordance with the characteristics of each institution in order to satisfy the customer.
