Abstract

The present study first points out the similarity of health risks between these two aging societies: Hong Kong and Taiwan from the perspective of policy demand, then utilize the qualitative methodology of in-depth interview, participant-observation and document analysis as a triangulation to explore the operation and service delivery of Taipei long-term care center while the long term care policy infrastructures from these two regions were also compared in order to analyze the long-term care (LTC) systems, screening mechanisms and the care plans. Ultimately, from the theories of Aging-in-Place and de-institutionalization! we discuss the differences in the future directions of LTC Policy under the diverse welfare regimes between Hong Kong and Taiwan. The conclusion is: Hong Kong’s LTC policy is still a residual model due to the overwhelming waiting list. Taiwan’s LTC policy is on the way to social insurance model with the universalism and decommodification. China is projected to face a severe aging problem in the following decade and the policymakers are recommended to gain the lessons from this two advance models to design the Chinese LTC system and infrastructure.
