Abstract

As a special kind of scarce resource, the attention allocation of local governments represents the degree of importance that the governmental decision-making body attaches to a specific area. Taking the 14th Five-Year Plan of Beijing, Chengdu, Guangzhou, Shanghai, Shenzhen, Tianjin, and Chongqing Municipality as the research object and using the qualitative analysis software Nvivo as a tool, we investigate the distribution and characteristics of local governments' attention in emergency management in megacities. It is found that local governments need to optimize the allocation of attention to risk factors, constraints and critical areas. Based on this, local governments should further build a risk identification system and improve the system of universal participation in emergency management.
