The United States has similar decline problems and backgrounds in small towns/rural areas management with China, the experiences are representative of broad cases. The development of villages and towns in China is facing serious potential threats and changes, besides, the contradiction between rural areas with urban has is becoming the biggest obstacle, which means scholars should deem the issue seriously. Therefore, extract experience from other countries like the United States, in combination with specific Chinese development situations could be deemed as a possible approach for a reference. Firstly, it is necessary to clarify the development and economic positioning of the villages and towns, especially needs to revive the collectivist economic model. Secondly, build up the modern operational and cultural system based on individualism rather than lineage relationships, as a consequence, so could attract funds, people, and industries for development and transformation.
