Translated title of the contribution: The Role and Management of BBC and NHK in the Digital Age: Lessons Learned for Public TV in Taiwan

Abstract

Taiwan Public TV Service (PTS) has confronted with many problems such as funding, accountability, board of directors appointment, and positioning since its establishment in 1998, especially when it entered the digital age, it has encountered more challenges from the new emerging media platforms. This paper employed literature review and in-depth interview methods to analyze the system, governance, accountability, and funding of BBC and NHK models. It concludes that Congresses in the UK and Japan do not interfere with the program production and details of the budget of BBC and NHK when they review their financial report. Also, BBC's governance reform can be learned by PTS in Taiwan as well.
