Abstract

At the present stage, high rate of urbanization in China is accompanied by significant semi-urbanization. The main issue of future urbanization in the metropolitan suburbs is to shift from quantitive growth to qualitive improvement. Firstly, the paper introduces several macroscopic characteristics of Shanghai's suburbs in terms of population, economic and spatial development. Secondly, it analyzes the incomplete urbanization of local farmers and rural migrants based on theories of behavioral choice. Thirdly, semi-urbanization dilemmas are explained from both the perspective of personal choices macro institutional change. The paper finds that the disequilibrium caused by institutional change and a series of improper industrial and spatial policies led to many structural problems, while individual farmer and migrant's desire to optimize family assets helps intensify the dilemmas. Lastly, the paper puts forward several targeted strategies on institutional reform and spatial development.
