概念方法论的理论重构与中国公共管理自主知识体系构建

This research addresses the over-reliance on exogenous theories within China’s public administration discipline by integrating insights from management science, sociology, epistemology, and Chinese classical studies. It aims to reconstruct the interconnected structure between empirical research and theoretical frameworks. This study transcends the conventional view that relegates concepts to the category of “knowledge,” and advances the core thesis that “conceptual systems constitute methodology.” The study constructs a dual analytical framework of “empirical logical chain plus theoretical logical chain,” elucidating—from ontological and cultural phenomenological dimensions—the dual attributes of concepts as both cognitive instruments and constitutive elements of reality. Through the systematic integration of traditional intellectual resources, including philological exegesis, Song-Ming Neo-Confucianism, the “Image-Number-Logic” of the Book of Changes, and Mohist verification methods, the research achieves a creative transformation of conceptual systems from historical literature into contemporary analytical tools. By facilitating a cyclical interaction among conceptual generation, application, and evolution, the study realizes the logical unification of epistemology and ontology. Furthermore, it establishes a dual conversion mechanism of normative construction and phenomenological analysis, complemented by technical control strategies for cultural adaptation. These elements collectively foster an interactive mechanism between conceptual and theoretical autonomy. Ultimately, this research proposes a framework for an autonomous knowledge system in Chinese public administration, with core concepts as its nucleu.
