Abstract
Comprehensive urban design is absent in current territorial spatial planning observation and evaluation system. With a review of the domestic and overseas practice of planning observation and evaluation, the framework, elements and index system of comprehensive urban design are explored. A basic framework is developed from five aspects: purpose, subject, object, standard, and stage. The key elements are recognized by national regulations and documents. The index system is formulated in four dimensions: resource endowment, space design, implementation insurance and social value. It provides support for the establishment of dynamic observation, evaluation and alarming mechanism of territorial spatial planning in the new era, and the integration of territorial spatial planning management and governance system.
