    Abstract

    In a diverse society, the government can effectively respond to and solve all sorts of public problems through the establishment of representative bureaucracy. Diversity therefore lies in the center of representative bureaucracy. Generic management literature has proven that diversity can bolster innovation and problem-solving in a group. However, diversity may also adversely affect group dynamics as well as organizational harmony and productivity. To fully utilize the innovative ideas created through diversity and minimize its negative impacts, diversity management not only has to increase the representation
    of minority groups but also needs to address how to advance mutual understanding and harmony between members through effective management of such a workforce. This paper aims to discuss a new direction for diversity management, which addresses how to incorporate the concept of inclusion into the practices that promote workplace diversity. By learning from recent development in the U.S. Federal Government, we propose several suggestions to improve the practices of diversity management in Taiwan’s public sector.
