Abstract
The relationship between integrity management and good governance is a theoretically and practically important topic. Integrity management serves as a path toward good governance, and is also an important criterion to judge whether good governance is achieved. Integrity management contributes to good governance by maximizing the state capacity to achieve integrity, stability, prosperity and development in a society. We first discuss the relationship between integrity management and good governance from a theoretical perspective and explore how anti-corruption work may contribute to good governance. We then take the Hong Kong Independent Commission Against Corruption (ICAC) as an example to examine how anti-corruption practices have promoted good governance in Hong Kong. We believe that anti-corruption work should not only punish the evil but also promote the good. The success of the ICAC lies in the combination of a rule-based approach and a value-based approach to corruption prevention. On the one hand, it has emphasized the role of law and regulations and, on the other hand, it has vigorously promoted values such as fairness, justice, and openness in various ways. It has created an atmosphere of “thinking about integrity”, “respecting integrity” and “promoting integrity” in society, thereby realizing good governance.
