At present, the reform of our society has entered the "deep water area". There is an urgent need for a multi-governance pattern in society. In order to promote the return of functions of the Science and Technology Associations, the paper discusses in depth the logic process of the formation of the Technology Association’s credibility by pointing to the three dimensions of internal members, technology community and the public. It is essential to grasp the restrictions of the Science and Technology Associations’ credibility in logic and raise the Science and Technology Associations’ credibility in the practice of governance modernization for pluralism governance and the modernization of the state governance system and governance capacity. For the sake of the modernization of governance system, the system must serve to support the improvement of the credibility of Science and Technology Associations; the mechanism, promote the credibility of Science and Technology Associations; and the public, advance the credibility of Science and Technology Associations in the awareness and action.
