Abstract

How to capture, represent, and materialize public interest in urban planning rested at the center of urban policymaking. Drawing upon Dewey and Habermas's theories, this paper elaborates on the institutionalization of public interest in China's urban regeneration policymaking since 1949, discovering the different understanding of the public and public interest. The findings show that
the materialization norms of public interest in China demonstrate a shift from unitary interpretation to a budding stage of utilitarian interpretation that focuses on the sum of individual economic gains. In recent years, the interpretation of public interest has revealed a communicative turn, which emphasizes community empowerment and public involvement. The gradual establishment of the three-scalar representative mechanism reflects the democratization of the urban planning regime in China, showing a trend of openness to the public. This paper re-examines the transformative role of urban planning in China and rethinks the role of planners or policymakers in the new era of stock development to provide new ideas for participatory planning attempts in China.
