Cities in China have formed a unique land development system in the process of rapid growth since the reform and opening-up. The formation of land development system, on the one hand, depends on the continuous presence of local government in urban and rural land allocation, on the other hand, depends on the “growth machine” to implement the development strategy with urban management and land development as both targets. This system has boosted China’s rapid economic growth to a certain extent, but it has also brought negative effects such as dependence on land finance and rapid rise of housing prices. As socialism with Chinese characteristics enters a new era, the core logic of China’s economic and social development has undergone a fundamental change.
