Abstract
The overseas economic and trade cooperation zones have gradually become a new carrier and model for Sino-foreign investment cooperation. As a typical case, the Djibouti International Free Trade Zone combined China’s development experience with Djibouti’s development needs, and fully played the platform role of industrial agglomeration and economic growth. The key to its success lied in the comprehensive development model of port-park-city. The practical logic for realizing this model mainly includes the following four points:(1) In terms of project locations, they chose a new land for the project, which can fully avoid the impact on the vested interest system.(2) In terms of project objectives, they gave priority to solving economic development problems and focused on enhancing government’s willingness and ability to develop.(3) In terms of project body, they played the main role of enterprises instead of the non-separation of government and enterprises, and build a flexible and pragmatic relationship between government and enterprises.(4) In terms of project implementation, they adhered to the development path of step-by-step and progressive expansion. In the end, Djibouti built a sustainable industrial development system, which produced important enlightenment for other China’s overseas economic and trade cooperation zones.
