Abstract

With the easing of the international situation in the 1980s, in order to adapt to the market economy, the “Third Front” construction plants and mining bases were gradually adjusted from the “preparation for war” construction in the background of the Cold War to the relocation of the risk relief. As a typical representative of the “Third Front” construction, the 066 base underwent the construction of “Third Front” in Yuan’an County and the risk-free relocation to Xiaogan City, which represented the change from “security city” under the dominance of national security to the establishment of “safe city” for people and property in the region. The shift to a “safe city” reflected the dynamic differences in the built environment, potential security issues and policy application of the two bases. Its space, as a place of practice for social and political order, established the interplay between the built environment, the natural environment and national security. How to strengthen residents’ behavior, psychological safety and other practical issues of holistic thinking and comprehensive measures will be an important social security for the “Third Front” cities to be further transformed into a people-oriented “safe city”.
