人口老龄化背景下提升我国城镇职工养老保险统筹层次分析及建议

China has entered an aging society since 2000. In recent years, the trend of population aging has continued to rise, so it is urgent to promote the basic pension insurance system, while raising the overall planning level of basic pension insurance is one of the steps to improve the pension system. In 2011, the CPC Central Committee made clear directions in the 12th Five-Year Planning, the basic pension section in the social pooling account should take the lead in implementing the national overall plan, but there were some difficulties in the concrete implementation process. Realizing national overall plan of pension insurance for urban workers and staff members needs to break through the current bottleneck problems and then take practical steps.
