Abstract
宪政是起源于西方政治学理论的一个概念，其核心的内容是，不仅政府在行使权力时应该受到法律的限制，而且政府的权威也取决于对这些法律限制的遵守。1999年宪法修正案对法治的肯定，以及第十届人大常委会工作报告对宪政的肯定充分证明，中国已经决心走宪政之路。但是如何才能确保中国能够真正实现宪政呢？笔者认为以下几点非常重要
