This project is to develop a wideband speech coder with very low encoding/decoding complexity for consumer applications area of portable voice recorders/players. The coding algorithm is based on code-excited linear predictive coding with a specially designed excitation codebook having codevectors generated from odd-symmetric cross-correlation basis vectors. As a result of the use of OSC codebook, there is not necessary to perform codebook search in the encoder, hence the encoding complexity is low which accounts to about 16MIPS for encoding and 3 MIPS for decoding. The algorithm can be implemented on low-cost fixed-point digital signal processors. The targeted bit rates for the proposed coder are 6.4 kbps for medium quality and 9.6kbps for high quality.
