Techare for the Elderly: An Empirical Study on the Digital Capital and its Impacts on Smart-aging in the Post-COVID Hong Kong

The 2019 pandemic facilitated the development of e-health due to quarantine and social distance policies but also witnessed that those "digitally abandoned," especially the elderly (age above 65), have been excluded from the real and virtual worlds. As 34.5% of the Hong Kong population will become elderly by 2048, it is crucial to examine how to narrow such a divide for the digitally disadvantaged while building Hong Kong as a smart society. Thus. this project proposes an Extended Digital Divide Model through four interdependent and interlocked studies: I) to identify the Hong Kong citizens' digital capital and their needs and preferences for e-health apps; 2) to examine existing e-health apps and to propose a technical guide for app-design; 3) to investigate how human-computer interactions affect the effectiveness of using digital tools, and 4) to propose related policies to connect technical and social solutions to promote equitable smart-aging in Hong Kong.
