Project Details
Description
To meet the service requirements specified in Part IV of the Invitation to Quotation
document and the four tasks listed, we have devised a research project which aims at
examining government responses to the changing nature of corruption in Hong Kong .
and China. It has been generally observed that as levels of economic development
increase, corruption becomes both more sophisticated and less simple to define,
moving, for example, from bribery to potentially complex conflicts of interest. In
Phase I of the project, we will concentrate particularly on efforts to enhance the
integrity of public officials in Hong Kong and China (Task 4). Specific proposals,
which are outlined' below, relate to corruption control and integrity management in
Guangdong and the Pearl River Delta; the analysis of 'misconduct in public office'
offences in Hong Kong (Task 2); the analysis of integrity management programmes in
the Hong Kong government (Task I); and an examination of the continuing debate on
the nature of public service ethics within the Hong Kong government (Task 3). In
Phase II of the project, which we hope will include other scholars both- from within
the Department and the University and internationally, we hope to extend the project
to comparisons between Hong Kong and China and to comparisons between different
parts of China.
