Description
The implementation of the Hong Kong Basic Law (BL) following the promulgation of the Hong Kong National Security Law (NSL) in 2020 represents an intellectual challenge in the scholarship, due to the lack of a comprehensive and coherent theory regarding how the BL should be implemented according to the ‘One Country Two Systems’ (OCTS) principle in the post-NSL era. This project aims to explore theories and doctrines of the BL regarding its implementation in this challenging context. In addition, it will examine BL-related issues relevant to the ‘Belt and Road Initiative’ (BRI) and ‘Greater Bay Area (GBA) Development Plan’, both of which have influenced Hong Kong’s constitutional order in certain ways.
