Biography

Dr. Chan received the BSc, MSc, and PhD degrees in Electronic Engineering all from University of Essex , England, in 1983, 1984 and 1987, respectively.  He joined City University of Hong Kong in 1988.  He is currently an associate professor in the Department of Electronic Engineering. Dr. Chan's main research area is in signal processing, particularly, audio and speech processing. He has been working on speech and audio coding research for many years and has developed many low-bit-rate speech coders based on code-excited linear prediction and harmonic coding. Some of the speech compression algorithms he developed have been adopted in numerous industrial applications. His current research interest is in the enhancement of narrow-band CELP coded speech through wide-band re-synthesis, non-linear time-frequency modeling of speech signals for very low-bit-rate speech compression, and 3D sound synthesis

In 1994, he co-founded TeleEye, an associated company CityU Enterprises Ltd., which develops innovative speech and image compression techniques for consumer electronic product and security monitoring industry. On May 8, 2001, the company with its holding company TeleEye Holding Ltd. was listed in the Growth Enterprise Market of the Hong Kong Stock Exchange, and since then he is a non-executive director of the listed company. 

Dr. Chan is a member of IEEE and is the past chairman of the IEEE signal processing chapter in Hong Kong (1997-1998).
